Haven't been able to find an article on Govenor Newsom's attempt to put together a confederation of states to do joint supplies purchases. If I see one, I'll add it. Someone on Twitter called it a "Pope of Avignon" moment, and I don't think that's entirely right? But I don't think it's entirely wrong either.
