wiki says it's tuned "CC-GG-dd-aa".

is that true and what do the lower case letters mean?

Yeah, it's a fifth down (plus an octave) from the mandolin, as opposed to the octave mandolin (one octave down), the bouzouki (octave down except for one of each pair of lower (G, D) strings which are the same octave as mandolin), and mandola (a fifth down from mandolin; basically the mandocello is an octave mandola).

And yeah, the whole octave mandolin/bouzouki thing is a little blurry. There's no reason you couldn't take something called an "octave mandolin" and turn it effectively into a bouzouki by restringing. They actually have divergent histories before going back to a common ancestor.

I don't know what the wiki people doing with lower-case letters here, but that may indicate wrapped strings vs. unwrapped strings.

...I wouldn't think so? But I dunno! Seriously, I'm completely self-taught here and am making shit up as I go along. I can't say I do anything I'd consider droneish on mandolin - feedback-like resonance, yes, droneish, no - but that doesn't mean too much.

The lowercase letters thing is a designator of what octave the string is in, in addition to pitch. So in that notation, a string listed as C is an octave down from one listed as c.
