It's the heraldry of the Cascadian Anti-Monster Mecha Militia Dance Dance Revolution Demonstration Team. Or more accurately, it's the general heraldry for the entire Mecha Militia; I haven't added the DDRT parts yet.

Eagle (see the beak lines below) but they're really about the same graphically to my not-very-well-educated eyes. The flower is a rhododendron, which is an import, and that's of course on purpose. (The five petals represent the four Cascadian provinces and the First Nations that joined the confederation.) The circle-enclosing-graphic style is Japanese-derived but not unique to them. The combinatory graphic sense is of course very western.
