Oh, don't get all pouty. I linked to the definition. And that photo is taken just outside the train station of Akihabara, the electronics/tech/etc town in Tokyo, more or less. It's gamer mecca, and where Piro and Largo live (and in Piro's case, work) in Megatokyo.
