Who can vote? Anyone, as often as you like, for anything! We're not cock-counting "one man one vote" types down here. However, as famed socialist SF writer George Orwell said, or might have said, in an early draft, "some pigs, Snorty-Poo, are more equal than others" which means that the tabulations to declare the winner could vary from the hegemonic "majority rules" conception of "democracy."

I wish to hell I had read this before today's faculty meeting. Our voting procedures so, you know, patriarchal and hegemonic right now.
