Well, I think you're DEFINITELY more of an expert than I am in this area, but maybe if you gave it a light sanding on the surface you're wanting to paint?

We've had a problem with all the trim paint coming off on the painter's tape that we used. We haven't done the trim yet, so this is the existing trim paint which is peeling off other trim paint. It does this even if I barely press on the painter's tape and don't leave it on more than 2 seconds, so I'm fairly certain it's not the tape. My mom suggested that when we get around to doing the trim we sand and clean all of it before painting in the hope that it will remain on the surface.
