Of course, it, as every story on this, makes sure to mention right away that Speaker Pelosi has declared impeachment "off the table" (in this case, "divisive"). But it does describe the articles - in a very vague way, perhaps, but it hits the highlights...

There's no mention of torture. Not of Article 18: use of torture, Article 19: extraordinary rendition for the purpose of torture, or Article 22, the use of legal opinions to support torture. The torture word is still subject to de facto special blackout.
Contact your Representatives and Speaker Pelosi. Demand impeachment.
