The term "that guy" for an actor who has been in a million shows but never a star is obviously about men. A "that guy" actor.

Tonight we needed a term for actresses who have the same kind of career. We suggest for your consideration: "Oh, her!" An "oh, her!" actress.

Oh, there are a lot of actors who make a good living doing lots of small parts. The general term is "character actor," though that implies a bit more fame, I think. These are the people one step below that.

In his various Star Trek rewatches on Tor.com, Keith R.A. DeCandido uses the term Robert Knepper moment to refer to those sorts of actors. A similar female actor could certainly be identified.
