ups elda is in trouble

okay, so, we've been having a ground fault issue on the server rack and i invented and built a simple testing tool and it WORKS iT WoRkS it wORKS! and as a result now I know this:

ups ELDA is handing the ground pin 54-57vAC at 17mA and 7-20vDC (variable) at variable up to 19mA.

I can confidently say That's Bad and I've pulled it and stuck server elda on ups LODESTON with server lodestone while I try to figure out if there's any way an internal lead-acid battery fault could cause this.

I don't think so, but am I wrong? Could it?

eta: ex-MSFT friend came up with a good test and it's definitely not the battery. Ding!

Lisa says she can't think of any way the battery could be at fault here. "I'd be suspicious of the filter capacitors," she told me.

Definitely not the battery, a guy I met at Microsoft back in ye daye came up with a good test for that and nope! Not it.

I thought briefly that I had a new friend named Mr. Bulgy but I was wrong, he just had a wire wrap. Still looking.

My favourite old server name (which we still answer but is just mapped to... door, I think?) was anvilite, because you know how a meteor becomes a meteorite when it hits the ground? Well, if you take an anvil...
