A high-ranking Philadelphia police official will be charged with assault after video surfaced of him beating a Temple University student with a baton during a protest Monday along the Benjamin Franklin Parkway, District Attorney Larry Krasner said Friday.
Krasner, who days earlier had declined to prosecute the student, said Staff Inspector Joseph Bologna Jr. will face counts of felony aggravated assault, reckless endangerment, and possession of an instrument of crime — his police baton.
Bologna, a 31-year veteran of the force, was removed from street duty and had his gun taken away Thursday evening, according to police sources.
The move came just hours after Police Commissioner Daniele Outlaw had pledged a more thorough and methodical Internal Affairs investigation with results that might not be known for some time.

By Friday evening, talk was circulating about a “blue flu," or organized move by officers to call in sick in solidarity with Bologna, as another round of demonstrations, with crowds anticipated in the thousands, was set to take place Saturday in central Philadelphia. Outside of the governor’s mansion in Des Moines, Iowa, on Tuesday evening, Dionna Langford spoke to a crowd of hundreds of protesters with a bullhorn.
“Black people,” said Langford, 28, who is African American, “if you have been harassed, terrorized, bullied by the police, in this city, make some noise.”
A large portion of the crowd clapped and yelled, according to a video of the protest.

When Bruce debuted the song in Atlanta in 2000 it was considered controversial. The largest police union in NYC was like “That’s it! The Boss is cancelled!” They called for the NYPD to boycott Bruce and refuse to offer security for his upcoming shows at Madison Square Garden.

Minneapolis City Council members plan to vote Friday on some of the first changes to be made to the Police Department in response to the death of George Floyd.
Representatives for the Minnesota Department of Human Rights and city elected officials were working Thursday to negotiate a stipulated temporary restraining order that will mandate some immediate changes and also set a timeline for the state’s investigation into whether the Minneapolis Police Department engaged in racial discrimination over the past 10 years.
City Council President Lisa Bender said the city was still working Thursday evening on details of the document, which the council planned to vote on during a public meeting Friday afternoon.
If the council gives its blessing, as is expected, the order will also require approval from a judge at a hearing that is likely to be scheduled next week, according to a presentation given to the city’s Commission on Civil Rights earlier this week.
“The timeline for the impact of the [temporary restraining order] is for this weekend,” Bender said. “It’s for immediate accountability measures for the Police Department. It’s not meant to be anywhere near starting this bigger conversation.”
State Human Rights Commissioner Rebecca Lucero said, without providing specifics of the negotiated agreement: “We are really committed to working very quickly to making sure we can implement some changes immediately. We continue to have that commitment and continue to move forward with that.”

One important difference between the protests that have spread across the country for the past nine days and nights and other protest movements is their subject. The demonstrators who have taken to the streets in response to the killing of George Floyd by Minneapolis police officers are protesting against police violence and the inequities of the criminal justice system, which as others have pointed out, call into question the role and neutrality of the law enforcement personnel who patrol those streets. The police officers firing tear gas, pepper spray and rubber bullets — and generally roughing up protesters — have seemed in many ways like counterprotesters more than peacekeepers.
In fact, a majority of America’s police officers strongly disagree with the core arguments of the protests. And that’s probably related to the fact that the police and the protesters are much different from each other in terms of politics and demographics. And these underlying differences over identity, politics and policy are creating a toxic and potentially dangerous dynamic as the protests continue.
