Law says the government has to charge people or release them. COVID-19 means they can't safely get people in front of judges as they're arresting them.
So what do they do?

(CNN)President Donald Trump on Thursday shared a letter on Twitter that referred to the peaceful protesters who were forcibly dispersed from a park near the White House on Monday evening as "terrorists."
The letter from veteran attorney and former Trump lawyer John Dowd appears to be addressed to former Secretary of Defense James Mattis and rebuts Mattis' Wednesday statement castigating Trump's response to the nationwide protests after the death of George Floyd at the hands of a Minneapolis police officer.
"The phony protesters near Lafayette were not peaceful and are not real," Dowd's letter claimed, without citing any evidence. "They are terrorists using idle hate filled students to burn and destroy. They were abusing and disrespecting the police when the police were preparing the area for the 1900 curfew."
CNN has reached out to the White House for comment on the description of the protesters as "terrorists."
The President's decision to share the letter and its shocking description of Americans exercising their constitutional rights comes as he continues to lean into his strongman approach to the ongoing demonstrations. On Monday, he declared himself "your President of law and order" as the peaceful protesters just outside the White House gates were dispersed with gas, flash bangs and rubber bullets, apparently so he could visit a nearby church.

The Trump Department of Justice has asked Congress to craft legislation allowing chief judges to indefinitely hold people without trial and suspend other constitutionally protected rights during the coronavirus and other emergencies, according to a report by Politico’s Betsy Woodruff Swan.
While the asks from the Department of Justice will likely not come to fruition with a Democratic-controlled House of Representatives, they demonstrate how much this White House has a frightening disregard for rights enumerated in the Constitution.
The DOJ has requested that Congress allow any chief judge of a district court to pause court proceedings “whenever the district court is fully or partially closed by virtue of any natural disaster, civil disobedience, or other emergency situation,” according to draft language obtained by Politico. This would be applicable to “any statutes or rules of procedure otherwise affecting pre-arrest, post-arrest, pre-trial, trial, and post-trial procedures in criminal and juvenile proceedings and all civil processes and proceedings.” They justify this by saying currently judges can pause judicial proceedings in an emergency, but that new legislation would allow them to apply it “in a consistent manner.”
But the Constitution grants citizens habeas corpus, which gives arrestees the right to appear in front of a judge and ask to be released before trial. Enacting legislation like the DOJ wants would essentially suspend habeas corpus indefinitely until the emergency ended. Further, DOJ asked Congress to suspend the statute of limitations on criminal investigations and civil proceedings during the emergency until a year after it ended.
Norman L. Reimer, executive director of the National Association of Criminal Defense Lawyers, told Politico the measure was “terrifying,” saying, “Not only would it be a violation of [habeas corpus], but it says ‘affecting pre-arrest.’ So that means you could be arrested and never brought before a judge until they decide that the emergency or the civil disobedience is over. I find it absolutely terrifying. Especially in a time of emergency, we should be very careful about granting new powers to the government.”
“That is something that should not happen in a democracy,” he added.

An aberrant event in the life of the American republic unfolded this week in the haze of flash-bang grenades, tear gas and fires.
In one of the world's oldest continuing democracies, past and present military officials pushed back on a president talking about deploying troops on U.S. soil.
"It's really extraordinary," said Richard Kohn, a University of North Carolina military historian who studies civilian control of the military.
"This is quite unusual in terms of historical context."
What unleashed the discord was President Donald Trump's threat to use the military to quell violence stemming from protests against racism and police brutality in many U.S. cities.
Trump said in a statement Monday that he wanted state governors to take measures to "dominate" their streets. If they failed, he said he would deploy the military and "quickly solve the problem for them."

Several youth-wing members of Germany's far-right National Democratic Party (NPD) and the right-wing party The Third Way have completed paramilitary training in Russia, according to intelligence sources cited by German news magazine Focus.
Friday's report, German neo-Nazis practise terrorism in St Petersburg, said participants were trained in a special camp near the Russian city of St Petersburg in using weapons and explosives, as well as for close military combat.
The camp, called Partisan, is operated by the far-right Russian Imperial Movement (RIM), which claims to be fighting for the "predominance of the white race", the report said.
The United States added RIM to a list of global terrorist groups in April, saying the group had "provided paramilitary-style training to white supremacists and neo-Nazis in Europe".
Russia's foreign ministry responded at the time by saying the step by the US did not contribute to the fight against terrorism and that Washington had not provided details.
