This is just the ultimate viaduct building in so many ways, isn't it? Above the line, dated, but nice and interesting. Below the line? Cartoonishly empty windows and cement slab.
I mean, sure, it could be a solid wall underneath the levels anyone might ever see, but somehow, the decision to have the barest minimum of openings makes it even so much worse.

That's how modernists of the early 1970s tried to "fit in" with older buildings in a neighbourhood! Just like the curved pipes on the top deck of the Sinking Ship parking structure in Pioneer Square!)
