I saw the CATO Institute article saying "this would be constitutional," as well as Mr. McCain's (walked back, sort of) commentary on blocking any potential nominee by Ms. Clinton, but I hadn't seen that both Ted Cruz and Richard Burr (NC) had also, apparently, signed on to such a blockade. From Bloomberg:
"'If Hillary Clinton becomes president, I am going to do everything I can do to make sure four years from now, we still got an opening on the Supreme Court,' Burr, chairman of the Senate Intelligence Committee, told a group of Republican volunteers, according to CNN."
