The basic shape isn't all that bad, but those weird windows...

I completely disgree. There are fundamental, deep issues with shape, particularly with the way it separates into two demi-buildings above that hellish balcony halfway up. It is one of the most unbalanced, improperly-massed modern(ish) buildings I have ever seen, and I have seen some doozies.
