Yes, that's exactly what he's doing. Here's the video. He's specifically invoking the World War II internment camps as a positive thing that should be done again. He uses it to talk about Nazis, but the overwhelming number of people in those camps were ANYONE JAPANESE.

He wants camps like, say, Manzanar. You've heard George Takei talk about Manzanar. This fucker is calling for that to happen again.

Wesley Clark is a fucking fascist and so is anyone who seriously entertains this idea.
