well, it does cost him to try -- it costs in social capital. if he skeeves out ninety-nine women, then (a) there's ninety-nine women who will all say (in gossip, or say in court as character witnesses) "that guy is totally skeevy". this will not, in the long run, serve him well as a social animal. there's also (b) ninety-nine women who will go on through their day feeling skeeved out, which is not that productive or pleasant a place to be, which cost is borne by society at large.

he, and/or you, may underestimate both of these costs, but they're certainly to be paid.

i have not assumed that the person cares, or considers, or is remotely capable of conceiving of the costs. i am simply pointing out that they are present and will be paid.
