If it's paywalled, please let me know. Also, the Ottawa Citizen is currently owned by Postmedia, which is majority-owned by Chatham Asset Management, a Trump-aligned hedge fund. There do seem to be some limits to how far the owners can go in meddling with the content, at least for now. Several columnists at the various Postmedia-owned papers across Canada still get away with speaking their minds honestly in ways that align with my thinking.
