No, really. Here's him telling investors about it yesterday. In his own words, "You’ll have to scroll really far to see unverified users."
There's a thread with more video. He's not wrong in that it'll crack down on bots. But then, so will most users dumping the site, because there won't be anyone to target. And yes, it's very specifically in search results, meaning groupchats like #tcmparty and #mst3k won't function anymore.
His latest idea seems to be that the way to profitability is to quiet the poors and the young and turn it into a paid (upper-)middle-class celebrity fan club. He seems to think Twitter is about the celebrities.
