3 North Carolina police officers fired over racist rants

Three members of a North Carolina police department have been fired after a department audit of a video recording captured one of the officers saying a civil war was necessary to wipe Black people off the map and that he was ready.

The Wilmington Police Department took the action on Tuesday against Cpl. Jessie Moore, and officers Kevin Piner and Brian Gilmore. Each was accused of violating standards of conduct, criticism and use of inappropriate jokes and slurs. After conferring with the city council, Wilmington City Manager Sterling Cheatham cleared Police Chief Donny Williams to release the details.

“When I first learned of these conversations, I was shocked, saddened and disgusted,” Williams said at a news conference on Wednesday. “There is no place for this behavior in our agency or our city and it will not be tolerated.”

At the 46-minute mark of the video, Piner and Gilmore began talking from their respective cars, at which time Piner criticized the department, saying its only concern was “kneeling down with the black folks.” About 30 minutes later, Piner received a phone call from Moore, according to the investigation, a segment in which Moore referred to a Black female as a “negro.” He also referred to the woman by using a racial slur. He repeated the use of the slur in describing a Black magistrate, and Moore used a gay slur to describe the magistrate as well.

Later, according to the investigation, Piner told Moore that he feels a civil war is coming and that he is ready. Piner said he was going to buy a new assault rifle, and soon “we are just going to go out and start slaughtering them (expletive)” Blacks. “I can’t wait. God, I can’t wait.” Moore responded that he wouldn’t do that.

Piner then told Moore that he felt a civil war was needed to “wipe them off the (expletive) map. That’ll put them back about four or five generations.” Moore told Piner he was “crazy,” and the recording stopped a short time later.

WILMINGTON — “We are just gonna go out and start slaughtering them fu—– ni—–. I can’t wait. God, I can’t wait.

These are the words of a now-former Wilmington Police Department officer Kevin Piner.

He, along with two other officers, have been fired from the department after dash-cam footage recorded two phone conversations — accidentally — and a supervisor conducting a routine audit of the videos found the disturbing content.

Michael ‘Kevin’ Piner, James ‘Brian’ Gilmore, and Jessie E. Moore II were all terminated from the force. The announcement came from the new Chief of Police Donny Williams — not even 24-hours into his first day as chief.

The former officers actively tried to prevent a release of the information, and an attorney filed an apparently unsuccessful motion for a temporary restraining order, but ultimately the city decided it was the right thing to do.

According to the summary, “Moore began telling Piner about an arrest he had made at work the day before. During that conversation, Moore refers to the female as a ‘negro’ and a ‘ni—-‘ on multiple occasions.”

He also referred to a magistrate judge, who is also black, as a ‘fucking negro magistrate.’

“At one point, Moore states, “She needed a bullet in her head right then and move on. Let’s move the body out of the way and keep going.” Piner responds, ‘That’s what I have been trying to tell you,'” according to the documents.

After more derogatory comments about the arrestee and the magistrate, the conversation takes an even bleaker turn, as the two officers discuss an upcoming ‘civil war.’

“Piner tells Moore later in the conversation that he feels a civil war is coming and he is ‘ready.’ Piner advised he is going to buy a new assault rifle in the next couple of weeks. A short time later Officer Piner began to discuss society being close to ‘martial law’ and soon ‘we are just gonna go out and start slaughtering them fucking ni—–. I can’t wait. God, I can’t wait.’ Moore responded that he would not do that. Piner stated, ‘I am ready,'” according to the summary.

“Officer Piner then explained to Cpl. Moore that he felt society needed a civil war to “wipe ’em off the fucking map. That’ll put ’em back about four or five generations.'”

Across the U.S., demonstrators have spent the past few weeks protesting against racial disparities in the country’s criminal justice system. There’s plenty of data to back them up: Black and Hispanic people are stopped more frequently, including traffic stops, and are more likely to be arrested. Once stopped, police are more likely to use force against, shoot and kill Black citizens. And then once in jail, Black defendants are more likely to be denied bail, which in turn makes conviction more likely. And when convicted, sentencing is also biased against Black defendants, with Black defendants more likely to be incarcerated.

The data seems to overwhelmingly point to a criminal justice system riven by racial bias. But, remarkably, it could be even more overwhelming than some studies make it seem. That’s because of a statistical quirk called “collider bias,” a kind of selection bias that means that the crime data that shows racial bias is, itself, biased by racist practices. If you thought crime data showed clear evidence of racism before, understanding how collider bias affects these analyses might make it even clearer.

George Floyd protesters have occupied for the last several weeks a “police-free” Capitol Hill Autonomous Zone (CHAZ) within Seattle’s East Precinct. They want city officials to defund the police and reallocate resources to neighborhoods.

The responses from local, state, and national authorities have ranged from Mayor Jenny Durkan, who called the zone “a block party,” to President Donald Trump, who referred to the occupants as “anarchists.” For their part, Seattle police worked to “reduce our footprint” in the area.

In consideration of the current debate, our auditors at OpentheBooks.com dug into Seattle’s pay and pension records for 2019 to figure out how the city is actually spending taxpayer money.

We found tree trimmers lopped off $160,604; the chief librarian made $197,704; electricians earned $271,070; electrical lineworkers made $307,387; and police officers earned up to $414,543.

Last year, 601 city employees out-earned the mayor ($199,593), and the mayor out-earned 49 out of 50 state governors (top pay: $202,000).

Seattle Police Department (SPD): 1,326 highly compensated SPD employees made six-figures or more while 364 employees earned over $200,000 last year. Review the entire payroll posted at OpenTheBooks.com.
