What we did in Connecticut, for less corruption and lawlessness than this, was write that job category out of state law altogether, to get rid of the whole bad barrel. Then we instituted new job titles and descriptions for which we hired all new personnel, under much more restrictive and enforceable conditions, with a lot more oversight.
