Venom has lines she won't cross. I mean, you've (presumably) read things like talon sends a message and all that, so maybe it's not obvious? But she has strongly drawn lines. So does the whole organisation.
The biggest one being... they won't kill people who aren't 1) needed for the sake of history, or 2) in the game.
So yeah, the Fear of Spiders Talon takes paid targets. That's been mentioned a few times; it's part of how they fund themselves. But they have very firm rules about who they'll take on in that regard.
Mara/MS-13? Totally in the game. Triads? In the game. Vishkar? Some of them are in the game, but not all of them. Los Muertos? In the game, but only somewhat - only some of them.
Some random labour leader trying to organise workers for their rights, on the other hand? NOT in the game. A business leader that's in the way of some other business leader who wants to take a market by force? NOT in the game. They wouldn't take those contracts - though they might kill the person who came asking.

So, yeah, you want people with lines they refuse to cross... that's on overcoming the fear of spiders and old soldiers. The ones where the heroes are professional political assassins.
