Presumably the fixed IP machines are all set up to use Door (173.160.243.45) as their default gateway.
Of course.

One way to make sure the fixed-IP machines are all set up correctly and stay that way is to set up DHCP to serve them static addresses based on their MAC addresses.
I do not think that would solve the problem in this case because I am fairly sure at this point that the modem/router refuses to use a gateway to reach a fixed (real) IP. I think that is the fundamental problem. I will call Comcast tomorrow to find out.
